There have been many rumours and assumptions on who would replace Dr. Badru Kuggundu who served for 14 years as the chairman of the Electoral Commission after his term ended on Thursday, 17th November, 2016 and all these whispers have been put to rest after President Museveni appointed Justice Simon Byabakama.
Justice Simon Byabakama has been a court of appeal judge and will serve with other reported people on the commission the President nominated such as Hajjat Aisha Lubega, Peter Emorut, Steven Tashobya, Prof. George Piwang and Mustapha Ssebaggala Kigozi who have to be vetted by Parliament.
New electoral commission members appointed by President Museveni
The new appointees replace six commissioners including Engineer Badru Kiggundu whose term in office expired two days ago after serving in this capacity since November 28, 2002.
The other retiring commissioners include Joseph Biribonwa who has been the Deputy Chairperson, Tom Buruku, Jenny Okello, Stephen Ongaria and Mugabi Justine Ahabwe.
Hajjat Aisha Lubega is reported to be the next Vice Chairperson and the others like the former MP of Kajara, Steven will be commissioners.
This is an excerpt of the letter by President Museveni to the speaker of parliament, Rebecca Kadaga;
“By the authority given to the president by Article 60(1) of the constitution of the republic of Uganda, I have nominated the following persons to be members of the electoral commission.”
